Hi @NancyJ21,
your requirement is too vague. When you say report, you need to specify conditions, time range, etc.
The easiest way is to go to incident table and in the list view, click right mouse button on the Priority column label and select Bar or Pie chart and then adjust it as per your need:
For reports, you need to set time range (today, this week, this month, last 3 months, this year, last year, ......), also ownership (all incidents, assigned to a specific group, assigned to a specific individuals, .....), categories, locations, states, .....
First navigate to the list view, then set the desired conditions and click the Bar or Pie chart as seen above or go to Data visalusation and create it from there.
Let me know if you want to discuss this further

Select your data source - table 'incident'
Select the visualization type to display. For example, I have used bar chart
Go to Configure -> select Group by Priority to display incidents grouped by Priority
Go to Style and select Chart Color, Palette and Size if you need to change default style
Save the report and you can schedule or share it with users/groups/everyone.
I hope you are creating this for learning purposes or specific requirement as there are many out of box reports and dashboards to display Incidents grouped by Priority and State.
I hope you appreciate the efforts to provide you with detailed information. If my response helped to guide you or answer your query, please mark it helpful & accept the solution.
Thanks,
Bhuvan
