After you create the Taxonomy, you have to create new topic and add atleast one connection to the topic.
Please find below complete approach in detailed.
1. Create New Taxonomy (table name : taxonomy)
2. create new topic and map previously created new Taxonomy for this topic.
3 .Add atleast one connected content to the topic.
