Ui policy On global Tables in Scoped Application

I am working on a scoped application. I want to create a UI policy on a global table(for example - Incident). am not getting any option for selecting table.
How can I add global table in my custom application?

you cannot set tables outside of your scoped app

But there are options for selecting tables in client scripts and business rules. This happens on Ui policies only

yes it's possible to create client script, business rules, UI actions on table outside your current scope
but not allowed for UI policy when "Allow Configuration" is checked.
It's OOTB platform behavior and you cannot do anything here.
