when i add approval in incident in servicenow then it shows a approval in navbar in portal otherwise it wont appears in the portal.

it just for learning i was just curious why this is happeningno approval in the bar .pngadd approvers in it.pngin related tables.pngnow in navbaar.png

I believe the portal navbar handles this internally and doesn't depend on approval is generated for which task type.

That's the reason it's working for you if approval is there.
