My development team receives incidents that are considered requests or enhancements to software that are possibly related to a project that we are currently managing through PPM or we may want to consider a collection of such enhancements and turn them into a project to manage.
Is there a way to attach an incident to a project or turn it into a project task, without having to manually create the project task and duplicate the information within the incident?

To relate the two records, you can use the "Parent" field available on the incident (task) table. You should be able to select the project record there as they both run off of the task table. If you want to create a project task from an incident, you would need to create a UI Action similar to the out of box action for "Create Change".
