Automate Operational Resource plan for Tasks

I have a requirement where for every sc task created there should be a automatic operational resourceplan created and this resource plan should be in sinc with sc task in time tracking. 

Is there any OOB facility to track sc task effort in operational resource plan ?

This is interesting requirement. May I know the business requirement for doing this, trying to understand the use case here.

Actually the requirement is like customer want to create a resource plan automatically for assigned to (pps user) of each sc task and he want to associate start and end of sc task to resource allocation and also track the efforts in resource report.
