Change Project Status from Work in Progress to Pending

I am trying to change the status of a work in progress project to Pending. The project was active and there are numerous Closed tasks. All tasks not closed are now Pending, bu the project still shows Work in Progress. Do I need to change all closed task to pending.

Yes, you will need to change all the closed tasks to pending or open for you to switch the project state to Pending.

Can I ask what the reason is to move the project back to a pending state?

We have reached a point where we cannot move forward with vendor support. Due to funding issues we don't have the additional funds right now to pay the vendor. We expect to have funding in the near future. If the project is pending, we don't have to do status reports. 

Pending projects are reviewed monthly by Leadership.

I wish I can tell you just put it on hold, but there is no OOTB feature to do that. You have to change the states of the closed complete task to pending or open in order to move the project state.
