Getting Security Constraint Error while opening any program

HI Team,

There is an issue while opening pm_program record in servicenow. The user is having the role as "it_program_manager" ,he can open up the list of programs , when he opens the individual program from the list , it gives the message as Security Constraint issue, It tried to enable the security logs while logging with the concerned user but getting below message

Please give the read access to the it_program_manager table.
