How Servicenow determine the process users in our environment?

Nope, just approver_user.

From what ServiceNow told me approver_user costs a license.   It's a different one than the Fullfiller license, but still a license.   The license for approver_user costs less than a Fullfiller license, but just be aware that they told me it does still cost.

Yeah, I was just testing what the former behavior (Eureka and before) was versus what Fuji does in my dev instance.

My bet is, yes.   Any of the admin users are process users and will cost.   But, follow up with your sales rep to make sure this is true.
