How to grant access to a particular project for an external stakeholder

I'd like to grant an external stakeholder access to a particular project. The user does not have access to the PPM module (limited per-user licenses). Any way to configure 'watchlist' functionality on a project for a non-PPM user, or would it make sense to create a read-only project user role for this requirement?

You can give  snc_external role for external users to access projects.
