Limit scrum team members rights to move position in backlog

Is there a way to limit the who can move the position of story in the agile planning backlog?  The scrum master is having a hard time figuring out who is moving hte stories positions.  If possible we would like to limit who can move the position of the story

unfortunately that doesn't seem to be working.  We are in the sprint planning board which does not seem to be running business rules
