Is it possible to link a risk or issue with a project task?
For example, I want link Risk 1002 with WBS 1.1.2

Thanks for checking with community.
You can add the risk with project task using the classic UI. Basically configure the related list "Risk -> Task" in the project task .
However, the points that you need to then work on are as following:
1) Ensure that project task risks are shown at the project level
2) Ensure they are also rolled up to the associated program
3) Ensure that risks added to the project task are also visible via "View RIDAC"
Because I think above three will also be the ask and it is not available out of the box.
