PPM allocation spread of hours in resource plan with a past start date

Good morning,
 
I am having an issue understanding how ITBM/PPM allocates hours when creating resource plans with start dates that are in the past.  
 
Situation: I create a new "user" resource plan and I assign a start date of 2021-10-01 and an end date of 2022-09-29. Request type is "hours" and planed hours is set to 2000. Allocation type is "Monthly" and Allocation spread is "Even".  I set the rate override to "True" and set in a rate of $100.  The Project task associated with the plan also has a planned start and end date of 2021-10-01 and 2022-09-29. Project phase is "Initiating" and Project Task phase is "Open".
 
Expected outcome:  Once I hit "Request", I would expect the allocation spread to cover the entire 12-month timeframe (Oct.-Sep.) for a total of 2000.
 
Actual outcome: Once I hit "Request", the allocation spread come back with a 9-month spread of January (current month) to September.  The total is still 2000.
 
Can anyone provide a logic behind why this is happening or what can be done to make the spread align with the start and end dates I specified in the Resource Plan?

Hello Tim,

Ideally it should create 12 requested allocations even for the past dates. I have tried your scenario in OOB instance and it cerates 12 allocations.

I tried in my instances too, it creates 12 allocations, considering scenario.

Hi @Tim

 

Please check the schedule attached to the user or the default schedule used in the system. 

Check When field on schedule entry

In this image, '2020-01-01 08:00:00' is the start date time and '2020-01-01 17:00:00' is the end date time of the schedule entry, indicating that resource plans will not be allotted for duration before 2020.
