Project Managers and the Owner field in APW/SPW/PPW

I did not want to give everybody the access to update boards, so most of our SPW users have sn_align_core.ap_read_only access rather than sn_align_core.apw_user access, including our Project Managers.
However, I noticed that in order to be selectable for the Owner field on the Planning Item table, you need to have the sn_align_core.apw_user role. This means that the Owner field is blank for quite a lot of our Project Managers on a lot of projects in SPW.
We can change this in our instance, but it seems a little strange that it would be configured this way OOB. Is there some rationale for this? Has anybody else had this problem?

By requiring the sn_align_core.apw_user role for the Owner field, ServiceNow ensures that only users with the ability to update boards and manage planning items can be designated as owners. This helps maintain control over who can make changes to critical project data. So in that way I think it is valid to have it.
