Rate Model - Calculating a Rate for Specific Members

We have created a rate model that includes a group with two rates.  One person has a specific rate in the group and all others in the group have a different rate.  The image shows how we have built the rate model.  When we create a resource plan and one the rate to be for the specific member chosen (the unique user with the unique rate) it applies the rate that is applied is the rate that pertains to all other users in the group.  What are we doing incorrectly?

A Resource plan can be created either for Group/ User. Group and User are exclusive to each other.

 

So Resource Plan/Group 'BI' and Resource Plan/User 'Venkat Punnam', both will not be satisfied at a time.

So, are you saying that I need to add a third rate line for User Venkat and remove that entry from existing rate line?
