Resource plan related list item is not showing in Demand and Project.

Resource plan tab in related list item is not showing for few of demands and projects. 

Could you please help me to know the reasons for this behavior?

extremely helpful! I was searching around and the problem was I was using a "Draft" state demand. So of course it had no resource plan. Switched to an approved one and saw the resource plan related list tab just fine.

Even I have similar issue. 
After setting the property sn_pw.enable_resource_planning is to true, I am not able to view Resource plans related list in Demand. 
Later I have set the property to false, still I can't see the Resource plans related list in Demand.

Am I to interpret the situation as that one can have resource assignments or a resource plan but not both?  Because that's what it is looking like to me.

Yes, that is correct, at the record level. My understanding is that you can do a one time migration across all demands/projects or a more staggered one. But within a project for example, you either have RP and RA and not both
