I'm trying to set up dependencies between project tasks such as to project task B starts when A ends. The ServiceNow documentation states that it can be accomplished from the planning console. I have tried for two hours without any success.

There are two ways to do this, by dragging the ends of the task in the Gantt chart or by clicking in the dependencies column. Which are you using and are you getting an error? Need a little more information on what steps you are taking.

First of all, ensure that the scheduling option is set to "Automatic" otherwise the dependency won't work. You can check this under "Preferences" >> Calculation.
Post this there are two ways you can set the task dependency in Planning console-
1. Using the dependency column. If you don't see the column, you can add it in the view by clicking the gear icon and checking the dependency.
Then for adding Finish to Start FS dependency between two task update as per below screenshot. It shows FS relation between Task 2 & Task3
2. Using Planning console - Select the task 2 end and drag it to the start of Task3.
