SPM Plugin – Program Manager reference field not populating users

Hi everyone,
I’m currently working with the Strategic Portfolio Management (SPM) plugin in ServiceNow and encountered an issue related to the Program Manager field.
I have assigned a Program Manager role to a user, but when I try to select a value in the Program Manager reference field, no users are being populated.
On checking the dictionary entry for the field, I found that an Advanced Reference Qualifier is being used:

My questions are:
Does the Program Manager field strictly depend on this default reference qualifier?
Do we need to modify or override this reference qualifier for users to appear?
Is there any additional configuration required in SPM (like role mapping, program role setup, or table-specific configuration) for users to be eligible in this field?
How can I verify whether the role assigned to the user is correctly mapped to the expected SPM program role?
Any guidance or best practices to troubleshoot this would be really helpful.
