Strategic Planning's Manage Access not working

Has anyone else had this issue with portfolio Planning and Scenario Planning in SPW? 

 

We have users with the sn_align_core.apw_user role. We want them to be able to edit their own portfolios but not ones shared with them. Basically, when I create a new Portfolio Plan and use the Manage Access functionality to set users as "viewers". However, even when the user (with the sn_align_core.apw_user role) is set a "Viewer" of the Portfolio Plan, they can still make and save changes to the Planning Items in the Portfolio Plan? 

 

Am I doing something wrong? It seems strange the "viewers" are able to edit Portfolio Plans that are not their own. 
Do we need to set up some convoluted ACLs on the Planning Item Table to limit people changing Portfolio Plans that are not their own?

IN servicenow portfolio planning, we have users with the apw_user role, we also have users with the business stakeholder role (that lets them edit portfolio plans). In Portfolio planning I am trying create a "view" only portfolio plan, that only the admins can edit - however, when I share a portfolio plan with a user with the apw_user role, they are able to edit Planning Items in the Portfolio Plan. Is there additional configuring that is needed to make the "viewer" acces work has intended - IE they cannot edit the the planning items in the Portfolio Plan - onyl view them?

 I have noticed this with project managers as well--anyone with the project manager role can update any project, regardless of the portfolio, department, etc. It seems dangerous and open to many easy mistakes.

Agreed we need a viewer/read only role for SPW.   

If a user gets in there and changes the Planning Item in one lens it changes every where else that planning item appears.  Many people just want to see what is going on/coming.
