What is generating this error: Group Resource cannot be Empty. Add a valid group to the Resource Plan

I am playing around with project, project task, and resource plans.
I am getting this error message on the screen when updated project tasks.
Group Resource cannot be Empty. Add a valid group to the Resource Plan
The group resource field is filled in. cant find any info on this in the docs or communities. what makes a group 'valid'? i cant find what is generating it.

Is there any record under Resource Plan Related List?
May be you trying fill the Group Resource which doesn't contain Role 'pps_resource'?

isnt pps_resource a jakarta thing? fairly certain.
i appreciate the link, but its to kingston docs.
