What is generating this error: Group Resource cannot be Empty. Add a valid group to the Resource Plan

I am playing around with project, project task, and resource plans.
I am getting this error message on the screen when updated project tasks.
Group Resource cannot be Empty. Add a valid group to the Resource Plan
The group resource field is filled in. cant find any info on this in the docs or communities. what makes a group 'valid'? i cant find what is generating it.

Yes it is in Jakarta.

I also get the error just trying to make an update to the pm_project record after i have added resource plans that are allocated or confirmed
