Allow write access to Email Notifications for non-admin user

Hi Team,
We are in a domain-separated instance and for cost/policy reasons we aren't able to have our 'developer' team be granted the 'admin' role in our Dev instance. However, we need these devs to be able to create objects like notifications for us.
As far as I can tell, only admins have can write/edit the sysevent_email_action table. Is there a predefined role (that I've missed in my search) that allows write/edit access to the sysevent_email_action table?
Or am I going to need our MSP to create a new role and appropriate ACLs to achieve this?
Or is there another way to allow non-admin users to create email notifications?

Yoo will need to Create 2 ACLs , one for Write and another for Editing in the sysevent_email_action table.
