Allowing users access to Agile Board who aren't in the group?

We have a use case that has cropped up a few times lately that just doesn't seem like something the Agile module covers.
Employees a few levels above would like access to a group's sprint board, without actually being added to the group (as they aren't fulfillers and don't want notifications on incidents / requests etc for that group).
However, this doesn't seem possible. No matter what agile roles I give the user, they are unable to see a group's Agile Board without being added to the group.
Even adding Users to the board does not give them access to see it.
Is this possible? Am I missing something major here?

I have the same issue - Upper management with no membership to any agile role wants to see his reporting team boards.

No a great solution. We ended up creating a group for upper management and giving it the scrum_user role. Then on the board we added each user individually to it.
