Your company is giving all first line workers a special T-shirt as a recognition for their hard work.
Management team wants a way for employees to order the T-shirt, with the ability to specify the

You should use User Criteria, add group as "Front line workers"

Then add that User Criteria in "Available For" Related list so that it's available only for this Group

Ensure nothing is present in "Not Available For" related list.
