How do you provide edit access to the base version of Idea Management (without Agile/Demand)?

Looks like the OOB role, idea_admin, provides CRUD access to the core Idea table.

It appears only the idea_manager role is OOB, the Idea Admin and Idea Manager Professional appear to only be available through Strategic Portfolio Management.
