I'm displaying a record form on the portal screen.
On the platform, I used "sysrule_view" to switch the view on the form screen.
Is it possible to switch views in the portal in the same way?

No
view rules work on native UI only.
For portal you will need to customisations widgets to show views based on roles which is not recommended.
