Creating a ToolTip on Hover Over of a Widget in ESC

Hello,

Within ESC, some widgets have a tooltip when you hover over them like below:

How can I apply this to other widgets like Quick Links so that when you hover over them it displays a short description of the link?

Hi there,

There's no configurable option for that. If desired, you need to clone and edit the widget, place your new widget on the pages, etcetera.

Thank you, that is what I would like to achieve. 

I have cloned the widget, and when in the widget editor it does show a 'tool tip' ootb but I am unclear on where this is configured within the code:
