How To Edit Password Reset Page

When a user needs to reset their password, or a password was generated and they need to set a custom one, they are directed to a login page at /login_cpw.do. Without creating a redirect and building an entirely new page: How can I edit this page (such as its background or widgets).

 

Assuming the login form on this page is a widget, what widget is this and how can I edit it?
