Creating a view to change an approval summarizer

Hi, I'm looking to amend an approval summarizer for RITM approvals (why does it put the 'Description' of the RITM as a default rather than the name of the Catalog Item? - weird)
Apparently, in order to do this I need to amend the 'approval' view of the RITM. However, even though the approval summarizer for RITM's exists, the approval view for for RITM's needs to be created as I cannot see it (see screenshot below)
Can anyone advise how I'd go about creating a view that will amend the current approval summarizer?

Thanks for the detailed reply.
Unfortunately, I do not have the 'System Policy' > 'Approvals' menu.
I'm using 'Admin' access to this instance so I'm surprised to not be able to locate this.
