Creating an account with the ability to display dashboards on a TV monitor in an office

I have a user that wants to set up a user account to display dashboard on a TV monitor for his teams in different locations.
I would like to know the following:
1). Is there a process for this type of set up already in ServiceNow?
2). What type of user account would you suggest be created? (Service Account, Terminal user account?)
3). This account only needs read access, but, does it need to consume a ServiceNow license of some type? (my guess is yes).
4). Has anyone already done this and if so how did you do it.

My previous employer has this in their offices. Seems they have a PC render a web-page from the instance and display it on the TV (monitor). As far as what user account is used, I have no idea. It may be they 'published' reports and used URLs to those on the PCs. For dashboards, I believe you'll need a user account for a user/group/role the dashboard is shared with.
