If you upgrade your instance to the Vancouver release you will be able to get the instance toolbar which will display the Application scope and update set.

I am on Vancouver but not able to see Instance tool bar , do we need activate any property?

Thanks @Misgana D Dauro for quick help. Last question, how you come to know that this issue can be solved with property? Like its your experience (I respect) or you read this some where.
Bcz in UI 16 we have developer tab and this option was available but in Next experience it is not there.
