Outbox is sending emails slowly

My requirement - 

Currently in the outbox whenever we have 100000 + emails some priority emails get stuck until the previous emails in the outbox are cleared.

Can anyone suggest if anyone has any idea on how I can process certain emails on priority from OUTBOX from the queue.

Weight will only work if the recipients are same, if they are different it will not work. 😞
