PA Standard (Unlicensed version ) -> All ServiceNow instances are provisioned with a complimentary version of Performance Analytics that has configuration limitation.
PA Pro(Licensed Version) -> A license is required to enable the complete set of Performance Analytics features. Custom applications require activation of the Performance Analytics - Premium (com.snc.pa.premium) plugin.
IMP: Performance Analytics licenses are required to activate licensed Performance Analytics plugins on production instances. Licenses are not required to activate Performance Analytics plugins on a development or test instance.
The Performance Analytics - Premium plugin's features include:
- Create indicators, breakdowns, widgets, and other records
- Create interactive filters and use interactive analysis
- Create text analytics widgets
- Use Performance Analytics with external data
- Preserve scores longer than 180 days
- Create in-form analytics
- Use a Microsoft Excel data source as part of the Report Designer report creation workflow
- Schedule Scorecard export to PDF

Why would our account rep license for PA Stannard saying that is all we need. If it comes with standard then I have tested that out and all it lets you do is turn on PA for incidents. We are using incident, problem, Change, etc.

There isn't really a Performance Analytics standard. As mentioned before, there is a Complimentary Performance Analytics for Incident Management. The limitations are defined in the documentation.
What comes with everything is Reporting which is very powerful but is complementary to Performance Analytics and does not provide the same functionality (trending over time, forecasting, and target setting).
I recommend watching the quick session (6 minutes) on "What is PA" available in this article. There is a longer Platform Academy Academy session titled "How to Gain First Value with Performance Analytics" as well if you want to learn more.

Ok sounds like I need to talk to our account rep to see what he is thinking while giving us a new quote for licensing. He said he would include PA Standard as that is all we need.
