Platform Header text matches background color

I need help finding where to change the banner text/icon color in Theme Builder. 

As you can see here, until highlighted the page name is black text like the banner. Same with the icons next to the profile picture:

I do not see a place to adjust the page name text or icon color in Theme Builder Header menu:

I know it can change because the OOB header is purple and the text & icons are all white:

This is not using Theme Builder.
