System settings and Developer settings are not available for an admin user

I want to get the System Settings and then Developers tab to choose an application. But I am unable to find those settings and It would be great if someone can direct me to the correct article to enable the feature.

Hi @Sandeep Rajput - Thanks for quick response. I followed the steps and able to get the instance utility menu show up, but it does not seem to show any other options when I click on it. Please see the screenshot. How can I get to the System Settings and/or Developer option from here?

Hi @Sandeep Rajput - Thanks for the quick response. I was to get the Instance Tools Utility Menu show up by following the steps you provided. But I am still not able to get to or see System settings and/or Developer options. Please see the attached image. I am new to the ServiceNow administration and still learning my way around. Are there any further steps to follow to ultimately get to Developer option?

@Raj Krishnasamy On click of Global it should allow you to pick the application scope and on click of Default it should let you choose the update set. 

Hi @Sandeep Rajput - I am actually trying to get to the screen like the attached one. Is this available in the ServiceNow version Washington DC that we use?
