System settings and Developer settings are not available for an admin user

I want to get the System Settings and then Developers tab to choose an application. But I am unable to find those settings and It would be great if someone can direct me to the correct article to enable the feature.

If you're trying to change the scope of the application you can do it from here 

drop down on application scope -> Select Global -> Enter and reload browser
