Unique Approvals for users who have a manager/employee relationship

The situation;
Designing a form for users to request permissions. The first step is approval from manager, once that is passed a task goes to the Fulfillment team. This is an opportunity for them to generate unique approvals for the request (maybe a file folder requires a specific approval). They choose how many approvals they want, this then gives them to option to choose who and add context. Once this task is completed, the flow proceeds to a branch which it asks for the approvals from the number of people entered. The challenge we have is we may have overlapping areas of responsibility so our Information Management approver reports to our CISO. In the situation where both need to approve in the flow, if the CISO approves first, then it marks the lower-ranked approver as no longer required even though it is for separate branches of the flow. Is there an easy way through the approvals configuration that won't do this? I tried "All Responded and approved or rejected' but the same thing happens, I assume 100% response would be the same outcome.
Appreciate any insight on this.
