Service exchange/bridge transactions aren't moving from transport queue to rps outbound queue

Hi, for some reason service bridge/exchange transactions are making it to the transport queue but not making it to the outbound queue. if you look at the transport queue. the status of the outbound is set to ready

found the issue. it was my inactive Capture Definitions

That makes sense. Why were the capture definitions inactive?
