This is a great question, and yes your instance can be configured this way! The configuration is at the instance level however, so the settings should be considered in the big picture context in case they impact other areas.
There are 3 settings to consider for this:
- "Automatically create users for incoming emails from trusted domains"
- "Trusted domains when creating new users from incoming email (Ignore email from untrusted domains unless from an existing user; use * for all domains)"
- "guest" user
If you do not enable the creation of user accounts, and you lock out the guest user, then "unknown" emails will not be able to trigger Inbound Actions:
If you would like users only from specific domains to be able to trigger Inbound Actions then this is how to configure:

Or if you would like any email to trigger Inbound Actions, you can disable the creation of email accounts but leave the guest user unlocked, and the emails will be processed as "guest".
