There is no way to get a free Voucher until you are working with a company which is a partner with Servicenow.

I understand that after completing the free training from Now University, the next step is to take the exam — and to book the exam you need to pay $300 plus taxes. In INR, that comes to around ₹22,000, which is a big amount for anyone. Unfortunately, at the moment there is no campaign or offer from ServiceNow that provides a free or discounted voucher. This means that to take the exam, you have to pay the full $300 + taxes, and the community can’t help much with that.

You will need to pay the amount to get CSA voucher, you can get some discount as well applying the coupon code. 

You can check with your organization if they could get the CSA voucher for you.
