I couldn't finish this task even though I had done everything according to the instructions. if you can help me in Select the Details panel, and change the chart name to, Open Incidents by Priority

Hey, I found a solution. After this step "In the Header and border settings, change the Chart title to "Open Incidents by Priority" hit save and then enter "Open Incidents by Priority" in the dialog box and hit save again.

I have the same issue.  Step #7.  There is no "Details Panel"

The icon to access the 'Details' panel isn't the most obvious to spot - look for an information ⓘ  symbol, it may be in a slightly different location depending on which version of the Welcome to ServiceNow course you're completing but below is a screenshot showing its location in the Zurich version:
