Purchasing Voucher(s) for a Third Party

I've read over all of the existing KBs and docs but none quite support the solution I'm looking for.

Let's say I'm mentoring someone who doesn't work for a Partner Organization, outside of my own organization. To support their learning, I want to sponsor their Exam Voucher. Outside of creating a virtual credit card to use at checkout, is there a native way to support buying a voucher and assigning it to someone either in ServiceNow University or on PearsonVUE?

I think in the new vendor system, there’s no need for a voucher — you can purchase it directly, as per my understanding.

Otherwise, log a Now Learning case to get more clarity.
