Are you asking about rate cards for hardware or software? Depending on what you are describing, you might not be looking at rate cards at all.

i think i didnt put up the question in a right way.
lets take for example:
im using SNOW & BEM tools,i wanna charge the users only for the Snow use,i.e total cost has to be applied.
23users in snow
$45 per user
so my output should be
total cost for snow=23*$45
SO,can the above said procedures can be done in SNOW's financial management using the rate cards?

Just to be clear, you are talking about ServiceNow and not Snow Software, correct? Because the licensing for the software is different, I am going to choose ServiceNow to describe here and how you could use a rate card to identify costs and chargebacks:
- ServiceNow is Software as a Service (SaaS). To best manage this, you can create a Software License Contract with License type of SaaS.
- On this Contract, you can create a Rate Card for each Licensed User if you wish (I would find some way to automate this as part of your process to make this easier in the future). The rate card identifies the cost, cost center, and how frequently it should be charged.
- When the Rate Card processes on a montly basis, it will generate an Expense Line to identify the "charged cost" based on the information in the rate card. You can then see a report any given month for total cost for the licensing.
A quick note: this is not the only way to address this. For example, you could create a rate card for each cost center and track the indivdual users and the dates they are licensed associated to that. The downside of this is if you want to add or remove a user from the rate card, you need to update the total cost on the rate card. The costs can still be distributed per user, but you need to manually update the total.
