Ben may have more on the topic but here are my thoughts. You can use a labor rate card for this but they are generally used in conjunction with time cards to provide hourly charges based on a user by auto-generating an expense line. There are also task rate cards which can generate an expense line based on some type of task.
Here is some info that describes Cost Management in ServiceNow.
Without creating a custom scenario, I would create a labor rate card based on some data in the user table that matched the 23 users and then set the hourly rate on that card to $45 and then generate a time card for each user for only one hour and then you would have a record for each user.
Or just manually calculate the rate and then add an expense line manually to whatever task you were working with.

A cost center is a department or group in an organization used for accounting purposes. It is used to charge expenses back to a group. For example, the Marketing group has a budget for marketing, and they would have a cost center identified in the system to charge those costs back to the group. If they purchase computers or software to support their marketing efforts, then you can identify Marketing as a cost center to track those charges.
Expense lines represent the actual charges in the system. Alex Darby mentions labor rate cards, which I find to be the easiest way to think about how this works. The Rate Card identifies a specific cost. It could be a monthly charge, an annual charge, or some other charge. In the case of labor, it is typically an hourly rate. It would identify how much you make. For example, if employeeX makes $25/hour, that would be identified in the rate card. When employeeX works four hours, the system can create an expense line to indicate the $100 for employeeX's time.
The contract rate card works similarly, but it applies on some regular basis rather than based on hours worked.
I hope this helps to clarify.
On a side note, please do not call ServiceNow "SNOW." It causes confusion with another software company that is actually named Snow.
Thanks,
Ben

HEY ALEX,
thanks,
i wanna charge the users not on the basis of hours.
its just based on the access given to them,no matter for how many hours they use.
so per user $40 (eg)
and 10 users in total.
the ncost should be generated for every user
and total cost should be ($40 * 10)
