Report Edit Access Lost After Platform Analytics Migration & Zurich upgrade

Hello All,
We've recently migrated our reports and dashboards to Platform Analytics and subsequently upgraded to the Zurich release in Dev and QA. Prior to upgrade we have moved the Prod reports data to Dev and QA. Since these changes, users are reporting that they can no longer edit or update their reports, despite previously having the necessary edit permissions.
This issue is impacting user testing and our ability to manage reports effectively. We need to identify all reports affected by this change and restore appropriate edit access for users.
Could you please provide guidance on:
Root Cause Analysis: What are the most likely causes for this loss of edit functionality after a Platform Analytics migration and Zurich upgrade?
Identification of Affected Reports: How can we efficiently identify all reports where users have lost edit access?
Mass Resolution: What is the recommended approach to resolve these access-related issues for multiple reports at once?
Any insights or recommended solutions would be greatly appreciated. Thank you!

The below response received from ServiceNow after the case was submitted:
The par_dashboard was migrated but not activated. Only users with the admin, pa_admin, report_admin, or dashboard_admin roles have access to the Migration Center content to evaluate migrated dashboards. This behavior is not configurable. For reference, see the documentation below:

- After confirming with the product team, the recommended approach—if the goal is for users like to review migrated dashboards before they are activated—is to perform the migration on a sub-production instance, activate the dashboards there, and have users evaluate them in that environment. - If there is a need for a user without one of the above roles to view the Next Experience version of a dashboard, the dashboard can be made active.
- Please note that dashboards migrated manually (from the pa_dashboard list) will be migrated and activated automatically, even if they contain content blocks or sys_widgets.
- Reports that were migrated to visualizations can only be edited by the report owner (the user who created the report) or by users with the admin or viz_admin role. The report owner must explicitly grant editing access to other users.
