I've downloaded the exercise file to my machine. see here below.

and verified all the info is correct.

Fill out the upload info and hit upload

and this is as far as it goes. 

5. Select Upload to complete the file upload. (Does not to this, it stays spinning.)
6. When the Import Successful message appears, select Done.
7. Select Next or select the Type tab to open the Type section.

I've tried on multiple machines, shutting down the Dev Instance and restarting fresh.

If you open your browser Dev tools do you see any console errors? How large is the file?

 

Additionally, you can look at syslog to see if any errors are being reported

went ahead and terminated that instance requested another and it worked.
