Is there a capability to highlight a value in a report or widget based on criteria?
- If an item on a chart has a deadline that was missed it could be highlighted in red?
- On a dashboard widget created from a report: If a ticket has not been updated in over a week it would be highlighted in yellow or if it hasn't been updated in over a month it would then turn red?

my experience say NO. It is not available OOTB.
