Unable to Pass List and Filters Task

I am not getting a dropdown to change the "state" to "in progress" for all; I highlight them with the list editor, but when I click in the state field, there is nothing there to change the "on hold" ones to "in progress" Please help. Thank you.

You need to check if list edit is on for the field and also if there aren't any policies/acls blocking the change.
It can also be something in a state flow setting, although I doubt that, because it's about incidents.
Please mark any helpful or correct solutions as such. That helps others find their solutions.

What error or message you are getting. You need to double click on any state. Also as @Mark Manders mentioned do you have list updater role?
