About write acl in manage attachments

Hello,

I upgraded from the Tokyo version to Vancouver, but it seems that the wtite acl created in sys_attachement is not working.

Even if you put return false; at the beginning like in the attached image, you can still attach files using manage attachment.

Please tell me the cause.

@Shuhei1 Please use the ACL debugger to check if any other ACLs is allowing the write access on the attachment table.
