Does building an Upgrade Plan captures customization of the previous upgrade plan installed?

I have built an Upgrade Plan on Washington Patch 5, so customizations were added and many plugins were upgraded to a newer version. Therefore, the upgrade plan items are about 36 (see image).

 

I have installed the Upgrade Plan Washington Patch 5 to the instance clientdev. Turns out, we are going to Washington Patch 7. So a new Upgrade Plan was created for that version. But now, the upgrade items for the new Upgrade Plan are 5 (significantly less than the other Upgrade Plan)

 

Question:

Should I first upgrade to Washington Patch 5, install the plan of the Patch 5, then upgrade the instance to Patch 7 and install the new plan?

 

Is it possible to upgrade directly to Patch 7 and include the same customizations from plan of Patch 5 in the plan of Patch 7?

 

If we go directly to Patch 7, I am concerned we might lose customizations captured in the Plan of Washington 5.

Please don't go directly to patch 7, Proceed with patch 5 and then 7.
